Description:

Chipton-Ross is seeking a Project Cost Estimator located in San Diego, CA for a 6 month temp to hire position.

We have an exciting opportunity for a Project Cost Estimator focused on return cost analyst located in our client's Rancho Bernardo facility.

RESPONSIBILITIES:
oMentor junior level Cost Estimators on process and procedures.
oParticipate in Senior Management Cost Reviews as required.
oParticipate/facilitate with functional organizations on any DCAA/DCMA proposal audits
oPerforms pricing of proposals and directs support of pre-award, post-award and fact finding audits.
oAssist in development and maintenance of cost estimating system and other cost estimating duties to achieve business objectives.
oComputes cost factors and prepares estimates used for management purposes such as planning, organizing, and scheduling work, preparing bids, selecting vendors or subcontractors, and determining cost effectiveness.
oCompiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives for contract transactions.
oConducts special studies to develop and establish standard hour and related cost data or effect cost reductions.
oInterfaces with several internal functional groups as well as outside vendors to gather data. Makes recommendations regarding the feasibility of manufacturing or buying needed products.
oAnalyzes blueprints, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for products, projects, or services.
oReviews data to determine material and labor requirements and prepares itemized lists.
oObtains data for cost analysis studies by determining manufacturing costs within divisions of company.
oPerforms pre-award, post-award and fact finding audits.
oInterprets FAR and CAS regulations relating to pricing.
oDevelops and maintains pricing spreadsheet and prepares reports, charts, and graphs of findings.
oPerforms other duties as assigned or required

REQUIREMENTS:
Typically requires a bachelor's degree in business administration, industrial engineering, or a related discipline, with emphasis in cost accounting, cost estimating, project management, and/or project controls; along with ten or more years of progressive cost estimating experience, preferably with a defense contractor. Equivalent experience may be substituted in lieu of education.
Must have a thorough understanding of cost estimating concepts and principles, FAR and related governmental rules and regulations. Must be able to organize, schedule, conduct, and coordinate workloads to meet established milestones with some experience in project leadership.
Must be customer focused and possess:
(1) the ability to identify issues and develop innovative solutions to a variety of complex problems of diverse scope;
(2) excellent analytical, verbal, and written communication skills to accurately document, report, and present cost estimating findings to a variety of audiences including senior management and customers;
(3) excellent interpersonal skills to influence and guide all levels of employees and customers;
(4) the ability to maintain the confidentiality of sensitive information;
(5) the ability to initiate, plan, and lead a team of professional employees on projects;
(6) the ability to represent the organization as a primary contact on cost related matters; and,
(7) excellent M/S Office PC skills.
Ability to work independently or in a team environment is essential as is the ability to work extended hours and travel as required.

HARD REQUIRMENTS:
oExperience Utilizes MS Office Suite, SAP, Windchill, ProPricer and other applications.
oMust have a complete knowledge and competence in the concepts, principles, and standard practices in costing and pricing.
oMust have experience adhering to DCAA audit compliance, FAR, TINA regulations.
oMust have experience negotiating and working in government contracting environment and be able to analyze and solve a variety of moderately complex costing problems.
oMust have good interpersonal skills and communication skills, both verbal and written and be computer literate with knowledge of computer applications relevant to the position, including spreadsheet applications. Must be able to work extended hours when required.
