Physical Requirements: Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Office work environment.
Work Environment: Normally assigned to perform work in an office environment. Only electrical hazards and other minor potential hazards normally found in an office environment are anticipated.
Impact: Most assignments are complex and performed independently without appreciable direction. Exercises considerable latitude in determining objectives and approaches to assignment. Effects of decisions are long-lasting and heavily influence the future course of the organization. Errors in judgment or failure to achieve results would result in the expenditure of large amounts of company resources as well as problems with customer satisfaction.
Work Relationship: Serves as consultant to management and special external spokesperson for the organization on major matters pertaining to its policies, plans, and objectives. Acts as an advisor to senior management and customers.
Sets up cost control system, monitors and controls costs and schedules on contracts requiring validated cost schedule control system. Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. Prepares budgets and schedules for contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis. Prepares program plans to ensure program requirements and statement of work are captured and scheduled. Performs schedule risk assessments to identify and mitigate program cost and scheduling risks. Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government. Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.
Knowledge Skills: Contributes to the development of new concepts, techniques, and standards. Considered expert in field within the organization. Demonstrates the skill and ability to perform complex tasks. Able to communicate effectively and clearly present technical approaches and findings. Problem Solving: Develop solutions to complex problems which require the regular use of ingenuity and innovation. Ensures solutions are consistent with organization objectives.
Must have 3 years relevant experience with Bachelors; 1 year relevant experience with Masters; An additional 4 years of specific job experience with a HS diploma may be substituted for the Bachelor's degree requirement for this job. This experience is additional to subsequent relevant years of experience listed with the job's education requirements. Example: If this job required a Bachelor's degree + 5 years relevant experience the equivalency would equal HS diploma + 9 years job related experience.
Proficient in the use of PCs and word processing, spreadsheet, presentation, and desktop applications software and electronic mail programs.
Bachelors or Masters' degree is required.
