Description
Chipton-Ross is seeking a Subcontracts Admin/Manager for an opening in Los Alamitos, CA.

RESPONSIBILITIES:
This position will manage all major subcontracts for the SLS Program, including responsibility for the application of government contract administration principles, concepts, practices, and standards. Responsible for maintenance of compliance with all federal regulations as they pertain to Program Subcontracts. Responsible for engaging the project team for proper execution of subcontract actions. Participates in the negotiation of terms and assessment of proposals. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.
o Manages, administers and monitors subcontract performance and delivery schedules on SLS Program Subcontracts
o Provides oversight for resolution of compliance issues
o Responsible for the negotiation and administration of agreements between the company and subcontractors/vendors ensuring adherence to company policies and procedures
o Responsible for reviewing subcontract solicitation terms, handling award confirmations, interpreting agreement terms and conditions and identifying potential issues, reviewing agreement amendments / modifications and incorporating changes
o Reviews requirements and subcontract documents to ensure adherence to company policy, government specifications and requirements and provides advice, guidance and support to Program Contracts and Program Director, Operations, Supply Chain, and other functional area management personnel.
o Mentors and provides guidance and direction to less experienced subcontract/purchasing support personnel.
o Assists in the development of proposal preparation and review
o Manages the performance requirements and delivery schedules of multiple or complex subcontracts
o Reviews and resolves issues affecting compliance and ensure satisfaction of legal /regulatory requirements
o Tracks subcontract performance and manages contract changes, modifications and REA's
o Ensures protection of company interests and intellectual property during negotiations and fully document negotiation outcomes
o Evaluates subcontractor proposals for completeness and adherence to compliance with Prime contract flow down requirements
o Monitors and reviews for completeness, accuracy and conformance with Federal and NASA procurement regulations and company procedural requirements.
o Ensures that Prime Vehicle and Solicitation flow-downs are included in RFPs/Awards for subcontracts
o Interface with Project and Company Senior Management as needed to assess and identify needs. Seek guidance from Management and Senior Professional staff as needed
o Demonstrate creative problem-solving abilities and effectively manage workload and meet internal/external customer expectations.

REQUIRED EXPERIENCE:
o Proven negotiating skills and the ability to exercise sound business judgment and discretion is critical
o Strong Interpersonal skills. Detail oriented and the ability to multi-task
o Excellent written and oral communications, computer skills, and some mathematical skills working with excel documents and figures. Strong abilities in Microsoft Office Suite applications to include Outlook Email, Word, and Excel.
o Comprehensive knowledge of FAR, NFS, and government procurement/contracting cycle
o Detailed knowledge of government intellectual property (IP)/ software and data rights clauses and IP marking guidelines
o Detailed knowledge of source selection / evaluation process including cost and price analysis
o Knowledge of requirements for and experienced in administration of government property
o Detailed knowledge of subcontract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention
o Detailed knowledge and thorough understanding of proper drafting, negotiation and use of subcontracts, P.O.s and other forms of agreements
o Familiarity with general business operations and management functions and principles (business development, finance/accounting, operations, information technology)
o Ability to interact professionally and effectively at all levels of the organization
5-8 years subcontract management experience desired.

EDUCATION:
Accredited Bachelor's Degree or equivalent with an advanced degree preferred.
