Client and its affiliated companies, is one of the world's leading resources for high-technology systems development ranging from the nuclear fuel cycle to remotely piloted aircraft, airborne sensors, and advanced electric, electronic, wireless and laser technologies.

Client's Electromagnetic Systems (EMS) Division focuses on the military and commercial applications of advanced electromagnetic technologies, including power generation and distribution, magnetic levitation, and systems design and engineering. The EMS Division supports government customers, which include the Department of Defense, Department of Energy and the Department of Transportation. We have a temporary need for a Pricing/Cost Estimator to join our Cost Engineering team at our EMS Division in San Diego, CA.

Reporting to the Manager - Cost Engineeering, the Pricing/ Cost Estimator will perform pricing of proposals, direct support of pre-award, post-award and fact finding audits, supervise development and maintenance of cost estimating system and other cost estimating duties.

DUTIES AND RESPONSIBILITIES:oEstimates labor hours and material costs for hardware-oriented electrical and mechanical engineering and manufacturing tasks in support of company proposal and contract activities.
oUtilizes knowledge of pricing and estimating tools.
oWorks closely with project engineers to develop engineering and manufacturing labor hour estimates and with vendors, subcontractors, and procurement to develop a consolidated priced summary bill of material.
oUtilizes knowledge of Federal Acquisition Regulations (FAR) and the Truth in Negotiation Act (TINA).
oComputes cost factors and prepares estimates used for management purposes such as planning, organizing and scheduling work, preparing bids, selecting vendors or subcontractors, and determining cost effectiveness.
oUtilizes MS Office Suite, SAP, Windchill and other applications.
oUtilizes strong communication, leadership, presentation, and interpersonal skills.
oPerforms other duties as required.

Qualifications Essential Qualifications Typically requires a bachelor's degree in business administration, industrial engineering, or a related discipline, with emphasis in cost accounting, cost estimating, project management, and/or project controls; along with ten or more years of progressive cost estimating experience, preferably with a defense contractor. Equivalent experience may be substituted in lieu of education. Must have a thorough understanding of cost estimating concepts and principles, FAR and related governmental rules and regulations. Must be able to organize, schedule, conduct, and coordinate workloads to meet established milestones with some experience in project leadership. Must be customer focused and possess: (1) the ability to identify issues and develop innovative solutions to a variety of complex problems of diverse scope; (2) excellent analytical, verbal, and written communication skills to accurately document, report, and present cost estimating findings to a variety of audiences including senior management and customers; (3) excellent interpersonal skills to influence and guide all levels of employees and customers; (4) the ability to maintain the confidentiality of sensitive information; (5) the ability to initiate, plan, and lead a team of professional employees on projects; (6) the ability to represent the organization as a primary contact on cost related matters; and, 7) excellent M/S Office PC skills. Ability to work independently or in a team environment is essential as is the ability to work extended hours and travel as required.

Strongly preferred:
- Bill of Material & Material estimating
- Government & Commercial background
- Knowledge of Federal Acquisition Regulations (FAR) and (TINA)
- DCMA, DCAA compliance

Typically requires a bachelor's degree and three or more years' experience in finance, accounting, or business administration in a manufacturing environment. Equivalent experience may be substituted in lieu of education.
Must have a general knowledge and competence in the concepts, principles, and standard practices in costing and pricing.
Must have experience negotiating and working in government contracting environment and be able to analyze and solve a variety of moderately complex costing problems.
Must have good interpersonal skills and communication skills, both verbal and written and be computer literate with knowledge of computer applications relevant to the position, including spreadsheet applications.
Must be able to work extended hours when required.
